How Sanctions Reach Crypto Addresses

Authorities designate specific addresses. What that means technically, and what it means for anyone who interacts with one.

Sanctions authorities publish lists that now include specific blockchain addresses. The technical and practical consequences are worth separating.

What designation does

Legally. Persons subject to the sanctions regime are prohibited from transacting with the designated party. Regulated firms must screen and must not process transactions involving designated addresses.

Technically. Nothing. The chain does not enforce anything. A designated address can still receive and send, because the protocol has no concept of a sanctions list.

The enforcement happens at the regulated endpoints: exchanges, custodians, payment processors and stablecoin issuers.

What issuers can do

Major fiat-backed stablecoin issuers can freeze balances at specific addresses, and have done so on request from authorities.

That capability is a feature to regulators and a risk to holders who valued the asset as censorship-resistant. Both characterisations are accurate.

What this means for ordinary users

Deposits are screened. Funds that recently touched a designated address may be held at a venue pending source-of-funds enquiries.

Screening looks backward. How many hops and what proportion of exposure triggers action varies by venue and is generally not published.

Contamination is possible without wrongdoing. Receiving funds from a counterparty whose own history is problematic transfers the history to you.

Mixing services

Several have been designated. Funds that passed through a designated mixer are frequently flagged regardless of the user’s intent, and some venues treat any such exposure as disqualifying.

Whether using a non-designated privacy tool is lawful depends on your jurisdiction, and the practical consequence at a regulated venue is frequently the same either way.

Reducing exposure

Know your counterparties. Peer-to-peer trades with strangers carry the most history risk.

Keep records. Source-of-funds requests are answerable with documentation and difficult without it.

Use a fresh address for anything unusual, so that contamination does not reach your main holdings.

Do not move unsolicited deposits into your main wallet.

If a deposit is held

Respond promptly and completely. Provide documentation rather than explanation. Do not attempt to move the funds during an enquiry.

Venues with a documented process and a stated timeline, such as exchanges licensed in the jurisdiction, are considerably easier to resolve this with than platforms that freeze an account and stop responding.

The structural point

The chain is neutral and the endpoints are not. For anyone transacting through regulated venues, which is most people, the endpoints are where the rules apply and where the practical consequences arrive.
